Well positioned but a building site

We booked this hotel because it said it had large rooms.....we had the tiniest room ever with NO WINDOWS! Very cramped and claustrophobic. Staff nice but we were very over charged for our bookings made there for our inclusive trip to Halong Bay AND the 2 train tickets we booked through them. There were builders everywhere from 7.30am and I was scared to go up to the roof level due bare concrete unfinished building work. The breakfast was very good
