Three rooms are booked, but only two rooms during checked in. Finally discovered that there was a three-room, one-booking, but arranged us different level or far opp side room on instead on side by side next door?? Really don’t like APA Hotel check in system

I have used APA hotel before when traveling to other parts of Japan and always liked my stay. But I didn't enjoy my stay at this property as much. This property has poor cleaning and was kind of a deal breaker. I could see dust on the floor all over the room since day 1 (how can they not see that while vacuum cleaning?). There were some stains on the black sheet that they put out on the bed as well. I guess that's something we have to deal with for the cheaper price range they offer.
